It just seems odd that they would have an episode entitled 'Internal Affairs' and there's no IAB to be seen anywhere.
As for David Lee Smith, there is a project right after CSI:Miami called 'The Man from Earth', (
IMDB) which is in Post Production. That's the only recent information I can find on him for any other works from CSI:Miami. So, I would assume his schedule isn't as busy as one would believe.

I don't actually know if David Lee Smith is still around for CSI:M; I could've sworn I saw him in one S5 episode (don't ask me which), but I could be mistaken.
He was credited in the episode 'Going Under', season five.
Although for some reason I can't remember him being in the episode. :lol:
One thing that has stuck me as odd, was the fact that Stetler was always trying to get Horatio in some sort of revenge subplot for his becoming Lieutenant before Rick. So, Rick starts an investigation on Horatio, and in turn, watches everything he does in hopes that he makes a mistake. Now, correct me if I'm wrong, but flying to Rio just to find the people who killed Eric's sister, and fly back seems like something IAB might want to take a look at. Odd? Yes.
Also, I'm sure if Rick was really lurking where he should have been, he would have known about Horatio and Eric stuffing the gang member into the trunk of a car, and driving him out to the glades.
Personally, I love Rick. As
Midnight said, he's the voice of reason and he does care about the team. Even in 'Lost Son', he was there as IAB, but he was also there to make sure that Horatio knew he could seek help if he needed. He even brought it up again in 'After the Fall'. If he was that much of an evil ass, he wouldn't have done that.
I think he's human like everyone else, but the way he handles situations as IAB when the time calls for it, just creates great drama in an episode, and it's much more interesting to watch - in my opinion - than Horato flying to Brazil and almost getting everyone killed.
So, having the episode 'Internal Affairs' without any Internal Affairs, would make the episode seem...Pointless.
