By saying victims he was going further than the one from the case he was thinking about Ray dying too soon, and too young, and maybe Alexx understood.
I agree they have a different relationship, I think because Alexx is nearer Horatio's age, doesn't directly work for him, and is very much a mother figure to the whole team, even H sometimes!

Indeed - and this is just scratching the surface wibble. There are more instances of the writers presuming that the audience is a bit dumb really, and that we don't notice these things. I don't want to spoil you, but there is a major admittance by one of the writers (I think Liz Devine) in one of the Season 3 audio commentaries that is nothing short of alarming! I can't say what it is, as it could spoil things for you. Let's just say there's a major plot development in the future, and the writers struggled to remember how they wrote a particular storyline!Otherwise it implies lack of thought on the writers behalf, though most importantly, make everything less believable for the audience.
