If they are at a crime scene or in an position such as Hodges was when they were running the test in "A bullet runs through it". Also only stands to reason would you want to be a tech that rarely if ever at a scene or doing a test and have a cop or someone say "Hey you, who are you?" with the vest that says LVPD on it, they know they are with either the cops or the lab.
Actually all of them should be wearing the vests including the regular team members, but they are usually escorted by the cops so its easier for them.

Yeah I believe they do know the techs, more then likely by association with the other team members, with the exceptions of Brass and Sofia who probably know them a bit better to identify them. Usually the Techs such as Hodges deal with the team (ie GG/CW/NS/WB/SS/GS) who in turn deal with the cops.

You dont think pigs will fly? It flew when I listened to Paris Hilton's song and actually think it's nice.
I don't know how the dialogue will go, but David will say something and then Brass will say something and then David will make a comment and Brass will go Ba dum bum! And the sarcastic banter will go on for about 10 mins.
