OK, movie and character 1's name(and actor's name) please:

Character 1: Are you suggesting madam that there exists a law compelling a gentleman to lay hold of canine bowel movements?

Character 2: I'm suggesting that you pick the poop up.
 
took me about a second to figure that one out :D and i know there are some mega fans of this actor on this board, but i love this movie too much not to use this quote:

c1: would you step outside please?
c2: im afraid its not possible
c1: look are you going to step outside or do i have to drag you?
c2: i think youre going to have to drag me
