Shazza I use GIMP 2, but i guess it's probably the same:
To resize an image go to Image > Scale Image > and then type in the size you want.

I downloaded some textures & saved them in a folder, but I don't know how to get them from my window of PS or ImageReady.

Er, I don't know if this helps cause I don't have PS, but when you've opened PS go to "Open File" and search for the texture you downloaded. Of course you must know the place where you d/l it to
And for adding it to your image there are many tutorials out there when you try Googlefor example...
