For this site to have an animation as an avatar you can only have 70kb's? I'm really confused on this and I have two animations I'd love for someone to fix so I could use them if that's possible, but I'm not sure where to ask.

These size rules are indeed very confusing, esp. because your User CP tells you wrong limits (at least for banners).
