I'm pretty sure when Jo talked to Mac about it, she said that someone at the lab made a mistake processing the evidence and then destroyed a document that revealed the mistake to cover it up. Jo found out what he'd done and was duty bound to report it, which led to the rapist going free. But the senator/victim's father blamed Jo for telling the truth, not the guy who made the mistake in the first place.
I thought she said the FBI mishandled the DNA evidence. Unless they're revealing that she spilled the beans about the mishandling...Beyond the premiere, however, Jo's past in D.C. will resurface in a major way. "We definitely intend to explore the history of why she left D.C. and came to New York," Reiter says. "We hinted last season at the fact that she was involved in a case where she brought to light some new information that resulted in a rapist going free. We're hoping to revisit those issues, and kind of continuing the theme, we're hoping to ... find her a bit of closure as well."
