If I'm not mistaken, I thought that was just Jorja's contract; since she's come back to the show she's never been in a complete season

PG said in an interview that he and others were given limited episodes as a budgetary negotiation.
Jorja has said she liked that so she could do other things. I haven't really kept track of other characters' episodes, but it wouldn't surprise me if more, except TD, agreed to limited appearances.

Right, I do remember reading that as well. Who knows maybe Sara does have a small scene in 16?
