CSI: Why examine a crime scene with flashlights?

I just met a guy who works for the police force in Philly.
He told me that the whole flashlight thing is bogus. The notion that you see better in a dark room using a flashlight rather than turning lights on is simply silly.
(At least if you're a cop in Philly)
I no longer have any idea which of t he many plausible explanations is true.
