It's from Dissolved.That's the episode crazy Julia shot at him.
In Target Specific,his tie was darker and lighter tones of blue.

I honestly can't remember where I got that from. I just know I prefer our little Ryan in tee shirts. He just didn't look comfortable all suited up like that.
