Not sure if you're referring to The Powers That Be who write/produce the show (if so, it's probably supposed to add drama/surprise to H, and Horatio drama is so important to the show. ) or simply those in the episode; if you mean in the episode, it's going to facilitate a way to go after Ron Saris and have him let his guard down.
