A possible story arc for CSI Miami

Dead on Arrival
This is more a concept idea as the details are sketchy.

The team are called to investigate the murder of some gangster, find that the scene has been expertly cleaned. Various team members find themselves being shadowed but the people doing it are ultra professionals.

Somewhere along the line, Horatio finds that the Gangster was also some high powered terrorist with Al-Qaeda links, and that he was bumped of by a covert unit, formed to do hits, because these guys are so dangerous that they even take out a forensic lab to avoid a conviction. (Mention a lab where a lot of CSI's get killed) The covert unit is tasked with taking those down who use what ever it takes to be above the law and leave not trace, for plausible deniability. Horatio meets up with the commander of this task force.

Horatio will of course be against this because breaking the law to uphold the law is an anathema, but the commander person is ex-special forces with training in forensics.

Encounters with this unit could occur over a number of episodes, as Horatio is trying to build a case against this unit acting in an ultra-virus way, with the commander character always one step ahead.

In the season finale, Horatio is required to work with this team to save the lives of his team and prevent some atrocity. After which the commander reveals that the unit will be brought in from the cold with proper oversight and new techniques to take people alive, under say the Department of Homeland Security, and as he is being recalled to DC, Horatio is offered a position with the unit in Florida, which of course Horatio declines. The Commander is not disappointed as from the start he respected Horatio for his integrity.
