    You are not allowed to have a profile picture until you get 100 posts, I think...Someone else can correct me, if I am wrong.

    That is correct. You can't have an avatar, the picture below your user name, until you have 100 posts. That picture maximum size is 100 pixels wide by 100 pixels high. But you can have a banner picture in your signature area, 220 pixels wide by 75 pixels high. And you can have either a banner or text signature, but not both.
