Episode "One Of Our Own" question

In the episode "One Of Our Own", I don't understand why the states attorney, Monica West wanted to frame the lab? What was her motive in trying to get the lab in trouble?
 
I know she hated Horatio, and my guess would be that she wanted to prove him to be an unfit leader of a lab.
 
I think that brining down the lab could've possibly given her more of a political clout? *shrugs* That may have been mentioned, but I'm not entirely sure.

Oh, does anyone else know why in the end, Calleigh tells Monica that "Ryan Wolfe sends his regard"? I still don't understand why she said that to her right when they were arresting her. :confused:

Shadowfax...I'm reposting my thoughts on that scene that I posted in an earlier thread where the same question was asked a few months back:

I assumed she said that because Ryan was the one on the hook for taking the money and had they not figured out what really happened he very well could have been arrested instead. The Fed told him that everyone else in that lab checked out but him, and that he'd been the last one to handle the evidence. That's when Ryan demanded to see the evidence against him. He made the discovery that the seal had been tampered with and that there was corn starch on the envelope. Meanwhile Calleigh had been talking to Peter Elliot and when Ryan and Calleigh compared notes, they figured out what actually occurred.

Again...just my take on it, and I could very well be wrong.

Thanks Thumpy! I liked your theory, and it actually makes sense to me now. :D Ryan being on the hook could very well be the reason why Calleigh said that.
