Well, doing CSI regularly and doing it occasionally are two entirely different things. He's done some plays, he's working on other projects, he's spending time with his family. I'm sure he's busy enough.
And, he did say he would return when a story called for it. Maybe he's doing this as a favor to his fans, or for Jorja, or for CM, or for the whole cast and crew. (I seriously doubt it's for the money.) I don't really care. I'll just be happy to see him. :)

I was just going by his own "words" on our own files, so is this contradictory, or did he change his mind? "There was nothing more I could do"

In these two different news bullentins, he mentions nothing about "returning" quite the opposite:confused:
Those articles were done when he was preparing to leave and they only deal with his reasons for leaving. The 'nothing more I could do' just refers to his character's development. I think he felt he left Grissom and the show in a good place, and 'it was the right time' for him to go.
In other interviews he did later he talked about staying involved with the show. Remember the infamous 'Paris' episodes that were talked about, and a CSI movie? Although it appears that they won't get made, I think that at least showed his willingness to stay involved to some extent. I'm sure we won't see him on any regular basis, but as long as Sara is there, it makes sense to see him or hear about him once in a while. It would be nice to see him make another appearance if Marg leaves.

Those articles are from nearly two years ago. People do change their minds. Take Jorja for example. She claimed she was done, yet she was back in less than a year.

I hope Billy also returnes in the season finale to say goodbye to Catherine if Marg decides to finally leave the show.

Oh don't get me wrong, it'll be exciting to see him again, my point was that in those article from 2 years ago he could have mentioned or said "I might return for an occasional visit or guest spot" but he didn't:confused, he basically said "I'm done". So that is "contradictory", yes and people do change their minds, maybe Marg will too... I know Carol M. had pleaded and begged him to come back on whatever level, but he always declined. Like if you leave a company and then two years later go "Oh I want to come back" And I still think money talks. They paid Laurence $14 million to star on CSI. who would refuse that?
